Don’t think Shinola should be on that list though
💯 when I hear Shinola I think of “can’t tell 💩 from Shinola” … which must be a terrible brand association

Aside from Seiko, microbrands are really the sweet spot for non-luxury watches that deliver a ton of value and impressive specs. Too many to list but Teddy Baldassare has a few good videos on them. I have several Traska and Zelos, but hear good things about Lorier, Stratton, and Direnzo too.

I have 2 Summiteers (black and blue), the mint green Freediver, and just ordered the light blue Venturer. I love the Summiteers! Super light weight and has their proprietary scratch resistance. It's a perfect casual watch. Don't love the Freediver however. Nothing wrong with it, just didn't bond with it. Overall they are great for the price!
Have to +1 Seiko, Oris, Sinn, Tissot, and Hamilton. Although one could argue Oris and Sinn fall into the low end of the “luxury” tier. Also don’t think Shinola should be on that list
I’d also recommend Farer, Weiss, Alpina, and Baltic
Seiko divers are worth owning. The SKX range is a classic.

Pretty sure Zenith is considered a luxury brand.

I really like my Steinhart as well. I do own luxury brands, but my Steiny is a solid beater watch with impressive specs. Also it looks like a double red Sea Dweller which isn’t attainable haha. I got the 39mm Ocean Vintage Red. Check it out :)
I personally like dress watches over tool watches and don’t like to have something that everyone else in the office has. For low and mid range that are decent I would check out longines (heritage collection), mount blanc, bell & Ross, Oris, Tissot, Hamilton. They’ve got good options which should run up to $2.5k and have designs that people won’t think are cheap or just knockoffs of the high end brands. To be fair none of these will appreciate in value over time but you might enjoy their designs. Hope this helps!

I like the quality and I have a physical shop selling them ~1km from my home, so delivery is not an issue.

Ball and Christopher Ward are right in that zone.
