What are some of the reasons for a company to not pay out 100% of bonuses? Where does the remaining bonus go?

It happened a couple years ago at accenture. The reasoning I heard was we had made a number of big acquisitions that year and cash flow was tight even tho stock price had never been higher

100% of target bonus usually requires a firm to make budget, so paying out less than the full target probably means a weak performance, not someone else profiting (except competition perhaps). Where firms aren’t partnerships, the owners could of course decide not to respect the bonus target, pay out less and take the rest to their retained earnings. There have been opposite cases, paying out more than has been generated and running a loss. Not very sustainable. Monitor died that way
