What are your most effective tactics for escalating when scope vs. staffing levels are not aligned? Senior management is aware but taking weeks to resolve with our client. My team is severely under staffed and failing daily, but I hate looking like we don't have our act together. I keep waffling between jumping in to help vs. putting together recos/info that will highlight and combat the root cause.

So the #1 challenge with your post is that you’re not in the drivers seat. And it sounds like your higher ups (who are) aren’t having honest heart to hearts with the client.
You should focus on, as you put it “putting together recos/info to highlight / combat the root cause” because it impacts everyone - from senior leadership down to the most junior person getting burned out. Yes, it’s an awkward time, but with Q4 upon us, the agency must confront the misalignment of scope and needs. It’s not necessarily about money, but it is about meeting expectations for the sake of the relationship.
