What are your thoughts about switching from Big 4 to boutique HR... like Mercer or WTW?

Hi guys, I got a feeling that big 4 or T2 companies kinda quiet in jakarta as opposed to MBB where they conduct lots of recruiting events (management consulting). Any reason for that particularly or maybe big 4 prefer internal hiring only?
