I understand your issues. Often, company’s culture is driven from top down. Only project based or employee led initiatives can overturn some of the silos: assembling a cross functional team that are driven by the same purpose or vision can help demonstrate what a culture of highgh engagement and collaboration can do.
Unfortunately, on your own, it will be a very difficult task but if you manage to successfully lead a project based on your own vision, you might be able to make some difference. If not at organisational level, at the very least operational.
My advice: find your cheerleader group of peers or the influencers and agent of changes, maybe they would want to contribute and rally to your vision of a collaborative and positive culture. You strike me as someone with high values, and I applaud your tenacity. But, sometimes, there are politics and arrogance in place, and don't be surprised that no matter what you are doing, you won't bulge these people.
