Lots of Universities have in-house teams of many different types. Some are “news and pubs” kinds of offices others are full-service agencies serving the strategy, marketing, comms, advertising, digital, etc. needs of the organization. Larger colleges will have large central departments and smaller offices at individual colleges and departments.

I've explored the higher Ed route. Some Intel for what it's worth:
-WLB is chill
-job security is good
-breaking in is a challenge. People stay in roles forever. Commercial portfolios, even though aesthetically better, don't seem to be valued as much as previous higher Ed experience.
-pay is among the lowest of all industries
-chances for raises and promotions are scarce
