I love Boston but it is the worst deal in the US
It really is. Boston is only slightly more affordable than NYC and pretty much on par with SF/Seattle/etc, but salaries in NYC/SF/Seattle/etc are much higher than in Boston. Sigh.
As someone who moved from Boston to New York…Yes, Boston is definitely MCOL. The Boston suburbs ~20min away dont nearly match up with anything ~20 min away from Manhattan in terms of $$ on rent. 1BR in Boston is monster sized compared to 1BR in NYC, and it is still more expensive in NYC. The food on an average in NYC is 15-20% more than Boston, so is everything else. My firm also categorizes Boston as a tier 2 city (They dont call it HCOL or MCOL for a reason)
Employers categorize these cities not based on your and my cost of living, but by the ease/difficulty of filling open positions in that city. Boston has fantastic schools, a volume of talent available, and roles are fewer than NY. Employers factor that in.

I live in Southern NH but my company considers it as part of the Boston HCOL band… more or less the opposite of your issue
I mean, housing here is also fucking wild, but our tax burden is generally lower and you’re less relegated to a small set of housing options up here
Not my company, but my friend’s categorizes cities in the following tier:
Tier 1: NYC, SF Bay, Boston, LA, DC, Seattle
Tier 2: SD, Chicago, Philadelphia, Miami, Portland OR, Atlanta
Tier 3: Charlotte, Raleigh, Nashville
There are more cities, but the above is just what I remember.

My company only adjusts salaries up for Bay Area. Everywhere else, including Lowell, is set for “national average” or whatever
