What do you do when a recruiter from a company says they are going to call you for an introductory chat by a certain time and then they don’t call?

I usually give 15 min. Then follow up with an email saying sorry we missed each other. Would still love to chat. Btw this happens ALL the time.

CR1, funnily enough, that's exactly what you should say in essence. You're approaching this from fear and so you feel you can't do anything about it due to your own intimidation by the CCO. But there is a way to manage up and down in a human and professional way if you treat others and yourself this way. You can go into the conf room and excuse yourself for a bit later or you can excuse yourself first and go do the right thing and get right back to them. 

"Hey CCO John/Jane, thanks so much, I was just running to the bathroom and need to grab my computer to cancel a meeting with a candidate and I'll be right back in 5min."

Deliver this with a smile and calm confidence and carry on. Then rush to your floor and grab your shit and get back. Email candidate from conference room with CCO while they are staring at their phone or laptop: "X person, so sorry, I've been pulled into an internal meeting and need to reschedule our call at 3. I'll get back to you as soon as I get a chance. My apologies for the unexpected inconvenience. KThxBye"

We are all in the same business and we all know the drill. Just be "normal" and transparent but always with a professional flair.

Make up an excuse like you only have til 3 to chat and would hate to miss out.

^^ This. We're all busy. We all have annoyances, awkward situations, and straight-up silly things we'd like to avoid or ignore. Why does that mean common decency goes out the window? ESPECIALLY in a field so reliant on human interaction.

Creative Recruiter: Every creative I know would value honesty over passive aggression. If we're not a fit just say it. "Thanks for connecting. I don't see a good fit at the moment, but reach back out in 6 months or when you have some new work you'd like to show."

God I'd love to get an email like that. And that's a sad statement on the current state of things.

How much energy does it take to send an email to follow up?
Next to none.

Take 3 minutes, send another note, get on with your day. 99.9% energy still intact.

Unfortunately, it does not work that way with some CCOs. While I appreciate your advice on how to manage relationships with upper management, everyone knows there are some egos out there who would take offense if they didn't get what they want when they want it. and sometimes you can't have it both ways. Do you want me to get you thoughtful feedback from the CCO who just pulled me into a room or do you want me to miss that sliver of opportunity to get feedback by leaving the CCO to go get my computer? I don't know one CCO that would wait for me to pee, take an elevator to my desk grab my computer, inevitably get stopped, take the elevator back and then declare I'm ready.

My point is, if I get 5 minutes with the CCO I'm taking it because it could mean I finally get an answer and then I can move forward with some offers (maybe yours!). OR I can tell some candidates they're not getting hired and why. Do I apologize and reschedule the call? yep.
I'm not sure where the passive aggressive comment is coming from. I've never been passive aggressive with a candidate in my life.

@CR1 It turns out the recruiter was really swamped that day. But he called me the next day and he hired me. So I think following through to connect a call is within the guidelines of acceptable job-seeking behavior.

^Let it go. If they're truly interested / legit, they'll call you back or respond. Don't waste energy in chasing mirages

Creative Recruiter: I goofed a little there. I read the second part as you placating an AD candidate you knew you'd never hire to save your reputation. My bad.
