It depends on why you are leaving. If you are unhappy than more money isn’t going to help but if the move was financially motivated and you love your current job, sure consider it. People will tell you not to, but do what’s right for you! Just don’t expect anything about your job to change except for the paycheck.

Agree with SPM. If your main issue was money and are otherwise content, definitely consider it. If the job itself is making you unhappy, get outta there.
I think it’s a moment to highlight your goals and see if your current employer can help you meet them. I think a counter offer is clearly a symbol they’re invested in you so it’s worth exploring. In my experience, all agencies have similar challenges and frustrations so most people are moving between agencies to get the bigger bumps. A counter offer accomplishes the same thing but you remain with the devil you know. If you’re miserable where you are this is all irrelevant and no counter is worth it! Good luck!
I'd move on. If I took the time to interview elsewhere, I'd take that as a sign I'm ready to leave instead of back track on it. Trust your instinct as we don't know anything about your real situation.
