It depends .The professional way would be to call him/her or have a 1 to 1 with your manager and breif him the reason why you are leaving.
If the manager values you as an employee he or she will offer you to reconsider the descision along with offering you the same deal what you are getting outside.Dont commit anything at this juncture.Thank him or her for the offer and tell them that you will think about it.On the same day send a formal email stating that you have started serving your notice period and your LWD according to policy would be xyz.The resignation can be withdrawn whenever you want so dont worry.
Now compare the offer you are getting and then take your call.
Now rember its a small world so if you want to be adventerous and say xyz on your managers face to make him realize his mistake. Trust me it wont do any good in your career.For the moment you will feel happy but the repercussion will be long lasting.
If you want to vent out then during the 1 to 1 politely express your dissatisfaction.However i would still advise to avoid it. Trust me its not worth your time and money.Still your call.
During the 1 to 1 try to keep the conversation to the point.Talk less .
Before you go for the 1 to 1 be very confident what you want.You want to leave or want to stay with a counter offer.Once you decide stick to it. No matter what.
If you are looking for a job coz of money then tell your manager the same. If they value you they will happily match the numbers.
Golden Rule-Irrespective whatever happened in past leave the company on a positive note. Trust me i have done that mistake once on my life and i regret it.Now even if i want i cannot go back to that company and that company is the market leader in the tech i am working on.I regret that descision everyday.
Called him, Said Resign kar diya maine. Total silence on call for 2 min, followed by muze lagta hai business jayega, Thik hai Best of luck for new role. And then Gaaliya to infy by me and my manager for not giving proper hike/ pay. Lol 😆.
Note - you can resign directly without informing your manager too.

When you resign for better opportunity you have on commanding position and should not worry much if you have talked or not.
I have resigned without informing my manager as I was not very happy with recent appraisal. I got call which goes like:
Manager: What happened? You resigned and didn't informed me , we could discuss if you had any problem.
Me: We can discuss now it's not very late and then I told that ratung you given is not justified and kept too many demands to stay.They didn't gave what I asked so I joined offer in hand.
In other company when I got better offer, first I called my manager and informed him that I'm going to resign and then resigned. Later they matched the offer and in someday I have revoked my resignation.
Got better offer again and called my manger and discussed before resignation. This time they couldn't match and manager said for my growth I should move now and congratulated for offer.
So it totally depends how is your relationship with manager and will manager put effort if you want to stay with some negotiation.
