I differentiate startup vs small business based on growth and funding goals. I think startups usually have a grow or die imperative, and smbs are comfortable generating a profit with little re-investment.
I think all small business owners are entrepreneurs by definition.
Many people consider growth rate to be the defining characteristic of startups. I’ve heard things to the extent of “the only point of a startup is to grow fast.” This is why many internet product companies are considered startups. Much easier to scale than other types of companies like services
