At many places the process is as follows:
1. Recruiter reads resume
2. Recruiter phone screen
3. Actual hiring manager(s) review resume + recruiter’s notes
4. Hiring manager(s) make decision on who to give a real first round
So what’s happening isn’t that you’re being screened out by the recruiter based on the phone screen, it’s just that the “real” resume review happens post-phone screen at these companies. I wouldn’t worry about it much — what I’ve been doing now is that I only put in real prep/research for the interviews AFTER the phone screen, if I get them.

Pay expectations mismatch can be one reason
I’m pretty sure I was rejected from a phone screen based on my energy.
Prior to the call that day both of my seniors that I’m close with told me they’re switching to taas, so I was a bit devastated. During the call I thought I ticked all the boxes and she indicated the pay was in line. Pretty sure they thought I was a low energy person and decided to pass. Meanwhile I was just sad and still processing things… not my normal self.
Lesson learned!
Yeah maybe you passed Hr but once it was sent to the actual dept they might not have agreed with your experience enough to interview you.
