It depends on the firm. At many firms, including mine, partner track requires you to take a stop at counsel. A lot of people stay at counsel because you don’t have the additional headaches partners face (i.e. partnership taxes, paying for your healthcare, uncertain salary, substantial buy-in, bringing in business). Also, just because you’ve made partner doesn’t mean you’ve made it so to speak. You still have to prove yourself to continue advancing through the ranks. Some people don’t want to do that.

There are many different types of counsel. Generally speaking, though, if someone is working like that year in and year out they wouldn’t choose to be a counsel over partner. It’s more like the choice was made for them.
At a lot of firms senior counsel is a partner who aged out or isn’t bringing in business anymore.
But counsel isn’t always a “choice” over partnership. It’s a “you’re not out and you’re kinda up” situation. There are the people who would have made excellent service partners in the good old days, some of whom can negotiate part time or better hours. Or specialists in low profit groups that the firm wants to have but can’t justify new partners in.
Honestly it’s not the worst position - good pay, not much pressure to generate business, sometimes partnership can become an option under the right circumstances. Easy taxes. An understanding that the firm values you enough to want you to stick around.
I think it’s for people who actually like doing what they do, are generally pretty good at it, and have at least one thing they’re pretty much the best at in their group which is necessary to some important partner or partners’ practice.
