I have two offers:
-$165k with a City of New York agency
-$130k plus $5k signing bonus with EY Gps
I feel ho-hum about the government job because I’ve been doing it for so long, and also the option for hybrid work is uncertain. But the salary and benefits are obviously appealing.
Any thoughts, especially from those in private consulting?

Likely 11 or 12. While it can happen, it's generally pretty tough to come in higher than that without having fairly deep or specialized experience.
That said, as BAH1 mentioned, approximately 90% of publicly open fed jobs go to folks with vet, disability, or military spouse hiring preference. If you've got an in with the HM and they can tailor a job description to you, that can help but isn't a guarantee. Your best bet if you don't fall in that category is to apply to excepted service positions (USPS, TSA, CIA, etc) or positions that are being advertised under direct hire authority.
USAJobs is a fire and forget kind of job board even if you have some sort of hiring preference. It's not uncommon to have to apply to dozens of positions just to get a referral, and even then you've got a pretty low chance of getting an interview, let alone an offer.
I was a HM at two civilian agencies, happy to answer any questions you might have.

That can vary from agency to agency. I hired a number of folks with your YOE as 11s during my tenure, but there are definitely other agencies that have more stringent leveling requirements than mine did. Generally the smaller or more specialized agencies will have the highest bars to getting in, while large agencies are comparatively lax.
You might be able to swing an 11 at the VA, for example, but might have a hard time getting above a 9 at, say, NSF.

Anything from a 7 to a 15, impossible to say. Your realistic best case scenario will likely be an 11 or 12. At this point, getting a government job (apart from excepted hiring like CIA) is 90% about being part of a preferential group designated by Congress (IOW, having veteran's/disabled veteran's preference or military spouse).
