What is a good way to counter offer an offer that seems too low to your standards?

Account managers in our office take a few different approaches to this. For me personally, prior to an offer I try to figure out what their pain points are and how that’s affecting “xyz”. If possible, I like to recommend solutions that differentiates myself from any alternatives. If an offer comes in lower than expected, reiterate how your recommendations will bring value to their business and how that would justify your counter offer.

For example: paying someone a base of 80k in Georgia vs paying someone 80k in California

I’m a sales engineer in the manufacturing industry working for a small company, who received a job offer from another small company in a different industry within the manufacturing space who really wants me.

My growth has been the following:
Base: 70k
Commission:
FY20: 12k
FY21: 14k
FY22: 18k

The offer:
100k, with $7.5k sign on bonus. I’d be paid hourly with opportunity for OT for the first 3-6 months as inside sales while I learn the product and then transition into outside sales at 120k base

Question: I am on an AE Hiring process. the HR said the salary range is 60k to 70k plus commissions and bonus. I told them, I am looking for 80k, considering my current salary and experience.
