I'm surprised BDO hasn't upped their game to the $5K that everyone else gives.
Don't you have a website to figure this out? Maybe it's me but half the questions that get asked on here seem like they could be answered more efficiently with about ten seconds of personal initiative.

Yep. If you leave within the first year after getting it, you have to pay back in full.
B4 give out 5k. Outside of B4, 3k is the norm.
5k if within the first 12 and 3k if within the first 18

With the 1 year experience requirement, how can you get your license in under 1 year? Or is it just the exams?
It's just the exams. If you pass them within a year of starting as a new associate, send them a screenshot of all the scores to HR, sign away for another year but thankfully it runs concurrent with your signing bonus, and it'll be paid out on the next pay cycle.
Just passing exams. Also, if the mid tier want to compete with B4 on talent (we keep hearing on here how mid tier is better) why not have your CPA policy match?
While I was at BDO, they weren't trying to be a Big 4. They were just trying to get good talent in the door by saying you'll work less hours, better work life balance, etc and then do a switch on you. I worked more there and that $3k was nothing but ensured I stayed the first year because of my signing bonus as well. And then they got me another year since I did have a higher than average signing bonus and I didn't want to pay them back anything.
