I always ask what their range is and tell them if that’s workable for me. It hasn’t been an issue so far.

Yeah...this is a dickish power move on recruiter's part.
In house lawyering is hard and you need to know the structure of the legal team, their philosophy with respect to outside counsel, hiring plans, etc., before you can know what range reflects your responsibilities. It's not just about what keeps you solvent.
"Based on your company size/position/location, I'm sure we won't have an issue getting to a number that works for both of us. But do you have a range for this role for clarity?" And depending on how far in the process you are, I usually ask about bands (e.g. what band is the ceo and what band am I?) and if you're feeling really confident, the range of that band. You can sort of guess how much you can push salary negotiation with the band information in hand.
