A PhD doesn’t count as YoE. (Also assuming you’re not based on the US because PhDs here definitely take more than 2-3 years)
Pro
Comms PhD is 3 years

OP the comments above are mostly incorrect There are many many roles that will consider a PhD as 2YoE
It depends on the field. Chemistry and medical doctorate degrees can have a niche demand which can be considered YOE (ie justify higher client bill rate) but English… I don’t think so

If true, this is definitely not the norm regardless of field of study and would have to be a job-specific note. I have yet to meet a single chemistry PhD or job posting that counted the PhD as YoE. A postdoc, sure. - signed a chemistry PhD

Depends on the roles they’re applying for. A PhD in English is typically headed towards academia and in that world, the years when they were pursuing the degree are more valuable as YOE. Any other industry, that degree isn’t worth much at all and the years spent pursuing the degree won’t really count either.
We typically treat fresh PhDs as experienced hire equivalent of 1-2 YoE, depending on the field they got their PhD in.
If a PhD from relevant fields, they're hired as Consultant, so 2-3 years YOE
