Ideally, a SM is going to be substantially more seasoned and have more relevant expertise than a M. They should also have more experience running projects and full engagements than either a new or seasoned M, so they *should* give the client more peace of mind. That said, we don't live in an ideal world and there are just as many SMs who are terrible at client delivery as there are Ms who are terrible at client delivery.

If they are concerned about the per hour rate maybe they should figure shit out with their in house staff

As an SM I do a lot more of the contract management and making sure we are delivering to the requirements in our SOW. I also make sure the client invoices are correct, I review high priority deliverables and provide strategic direction, and I serve as an advisor to our most senior clients. I also am the single “belly button” for any issues and the clients come to me when they have issues that need to be resolved whether it be delivery / personnel or want a scope change. As an M, I did more of the day to day delivery management and day to day coaching.

This is a product of low rates and stringent billing requirements imposed by insurance carriers.
