Looking for app development advice.

I'm looking to launch an app. Could use some development tool recommendations.

Context

The app at some point should enable the ability to interface with an entry mechanism maybe via NFC or other technologies. Think key fob to access a building after hours and tags your account like a check in.

The app must also enable:
The use of a baseline algorithm that prescribes health recommendations
Artificial intelligence and machine learning to improve on the algo

I have two friends working as Associate at McKinsey willing to refer me. One is a close friend, former case partner, working at the office I want to join, and is very likely to give me a strong referral but he just joined the firm 2 months ago. Another friend is not super close but gave me a PEI mock before, she works at a different office (one of the biggest US offices) for abt 2 years, to be promoted to EM soon.
