It actually can only be HR. If they are nice they tell you in advance and ask you to start wrapping up and transitioning your work, which you should care nothing about. But usually they just come over saying you are being let go. You will immediately start packing up and will be escorted out of the building.

Chin up. It is what it is. And it may not be what you think. Prepare for the worst and hope for the best. Sorry for all the euphemisms but they are true. Market is tightening it seems. On interviews you will be able to say you were a victim of mass layoffs, so that is always better than being the sole person that got fired for some hidden reason
HR will contact you - either in phone or in person if you are in the office.
I don't think partners get their hands dirty with that sort of thing. That's all HR.
Not at Deloitte and long ago but a partner did mine. I would think firms differ but in a mass lay off would be consistent internally over office, market, division. I think this is a question for Deloitte folks only. Sorry you're feeling the stress of impending lay off. I know it. I've heard of mass lay offs on conference calls done by managers. Did you get an unexpected calendar invite you are worried about?

If you're worried about being laid off, start looking for new jobs now. At least this way during interviews you won't need to discuss being laid off (since hasn't happened yet) and can approach that you're just looking for a new position.

^Have an invite with a random partner for Monday morning. Know of at least one other guy who has the same with a different partner.
At least you'll likely get some severance + PTO paid out. Do you have any significant open projects? Anything where you can negotiate for them to keep you on while you complete?
