If you have a clearance, the opportunities are endless. If you don't have a clearance, you're not going anywhere.
Try DLA
When exiting into government, having a clearance doesn't always help. some agencies will frequently redo some or all of the work regardless of what you have. And even if not, I haven't really heard of it as a serious deciding factor in hiring decisions.
It's much more important when contracting.

I think for these organizations it’s difficult to come in above entry-level unless you’re a political appointee or in the military. I’ve been interested in foreign policy for a long time and now trying to make the jump via the grad school route which should open up some (admittedly lower level) doors and give me time to start the clearance process. Happy to chat further if helpful.
Dumb question: are these jobs not all GS scale (and military and exec counterparts)? So don’t they top out at $200k?

OP, I recently made the reverse shift (DoD Navy to consulting), and what I saw a lot is that people have defense related experience and then jumped to federal government. If you get experience in the military/defense industry then I think it makes you a more attractive candidate. Message me if you have any other questions.
