I've always liked Fortis. Not a new brand but they went through a rough patch in the last decade and are now coming back and trying to revive the brand. They just released this new Triple GMT which is more than your price range, but the majority of their offerings are around $1500-2500. The brand has a lot of neat history, as they supplied the official watches for Russian Cosmonauts.

Revival of the Smiths W-10 is pretty killer and at the low end of your range. It was originally re-released with fixed bars and a 19mm lug width. I have that version and those are my only two complaints. It has since been updated with spring bars and 18mm lug width so really opens up your options to play with straps.

I'm liking Farer- beautiful and modern dials. Monta, Baltic, and Formex all seem to be towards the top end of the microbrand spectrum and really nice.
