A student asked me about a grade and my response was

I would say during guided practice and independent practice. I think it's important to make sure the students are progressing when they're being guided, as well as when they're working independently.
I'd say either guided or independent practice.
Depends what you mean by progress monitoring.
If you mean constantly checking for understanding and redirecting, that starts 1 minute before the start bell, and stops 1 minute after class ends in my classroom.
If you mean over-analyzing a single rigid data point like a two question exit ticket; once every 3rd Tuesday.
I would think Independent practice would be your best bet.
