Your best path may be to specialize in another area of veterinary medicine. For example, you could become a veterinarian technician, a veterinarian nutritionist, or a veterinarian scientist.
There are many paths for a veterinarian who doesn't want to perform surgery. You could become a veterinary technician, a veterinary assistant, or even a practice manager. There are also many other careers in the veterinary field that don't require surgery, such as veterinary science research, pharmaceutical, education, and many more.
The laboratory and medical examination path is a good option, in my clinic, the veterinarian who is in charge of doing and analyzing the X-rays and all the examinations of the animals does not operate, but her diagnoses have been really key to the success of my surgeons
You have tried to lean towards the medical side, only consultations, and treatments. It is a good way to have direct contact with the animals but without having to go towards surgeries, I would also recommend an alliance with a veterinarian who does surgeries so that you have somewhere to direct your patients when they need it.
A lot of the options have been mentioned, so I'll add radiology or food supply to the list. Lots of options out there for vets who don't perform surgery :)
