Desperately find a common connection preferably a friend or colleague. Then alma mater and lastly hobbies.
I've had success with the I like your book and know your agency is hiring approach. Definitely do not delete.
Start with a congratulation or a fact about the agency you’ve researched: recent account win/expansion to new offering, etc. Then say what must be challenging about that win/fact. And they say how your past experience helped you solve a similar problem and show how your experience is relevant, and say you’d love to share your book if they had time.
