Sorry to hear this - do you have the old equity schedule that you previously agreed to in writing? Can you use this to bring up to HR?
If not in writing - take this as a lesson to get everything in writing or recorded … “he said / she said” always means you lose, even if you’re on the “right / truthful” side.
Your contact is the contract, and in most cases, it should reflect company policies. You both signed the contract, so they should honour it. Don’t settle for less, you got this!

If HR is ignoring you, discuss this with your manager and see if they will escalate. (I had a situation where HR messed up my Bonus, and my manager was able to get it pushed through.) Alternately, you could escalate it yourself and schedule a meeting with the head of HR.
You may also want to discuss this with a lawyer. An Offer Letter is not contract and how the courts interpret the document likely depends on the language within the offer. It is not impossible that the offer letter or your employment agreement has a clause that allows them to change the equity schedule.
