Go with the boutique if you still have potential to advance there. $160k in TX goes a hell of a lot further than in NYC. Also had a friend in JP Morgan HR Strategy - absolutely hated it and left after a year.
It might be worth asking them about advancement opportunities/typical career path for someone in your role before making your decision. As for JPM, I heard endless stories about empty advancement promises, terrible management, lackluster peers, and lots of busy work.

Boutique sounds more interesting. Being HR at JPM sounds like being the devil incarnate
Easily TX boutique, even if it’s not a large name the experience and level will carry you. Sounds like better WLB. I’ve heard distasteful things about JPM regarding environment
Do you like Texas? I enjoyed it and spent half a decade there after school but am happy being back in the northeast now that my loans are paid off. If you’ve never lived in a walking city, I’d consider trying NYC just for that
I’m also on the Houston train. Love it here. The food scene is unparalleled. If you’re the outdoorsy type though I think Austin has a lot of benefits that you don’t get in other TX cities like hiking, lakes, rivers, parks etc. and the weather is more bearable in the summer months.
$160k at age 25 is pretty incredible IMO. But that money goes much further in TX so you’d be crazy to not go that route.
