I would pull forward and work on clie t who is actually ready for u and communicate to the partner and ask if the partner wants you to bill downtime to client. We have some clients to where this happens and that is what we do.
Also we tell the client we are pulling out of fieldwork and reschedule them at the end of busy season and tell them they need to have 100% of p b c ready
You should elevate the dilemma to a partner other than the engagement partner. Ideally someone who would care that his biz group’s utilization is reduced because of you being idle and an engagement not managing its client effectively.

Basically I’m forced to stay on this client in terms of availability but in reality I also have nothing to technically book for them. As a result i end up booking availability without the possibility of letting others know I’m actually available.
Do I book standby hours as client hours?
Relevant point also that deployment is badgering me about utilization. I’ve explained the situation to them but since I’m effectively on standby without possibility to go to other teams they can’t just staff me on something else for these slow periods

I’ve been in this situation a few times. When I’m low on billable hours and my client has been slow or paused for over 2 weeks, I start emailing PPMDs and SMs in my network asking for part-time work and explain the situation. I also let my current team and deployment know.
Another engagement will usually “borrow” me and then they’ll eventually make the case to deployment and my former team why I’m bringing a greater value to them vs. hanging out waiting for more work if enough time passes.
This keeps all parties informed of the situation and keeps you from stepping on anyones toes while keeping your utilization in check.
In my situations, I haven’t had concrete downtime either as I’m in M&A. This happens frequently. If a project has downtime for over two weeks, you can reach out for ad hoc tasks from your network and explain the situation.
You can still show as assigned to your main client in the resource management system while helping out on other projects.

People totally understand that at any moment you will be busy and your first team is your priority. Meanwhile, you can reach out and offer assistance with other managers/directors that you are waiting for support and have x hours today maybe next week. do they have anything for you. ask them in the same request if you want them to check back again daily until your work picks up.
You may only get 1 or 2 hour things - write a memo, or review ac tasks, but billable to client code vs non billable is better, right?

My coach and partner and deployment all seem to be struggling to find me consistent work work considering I technically have some work on this client every week even though they always book me for 40. Have seen no part time opportunities from any of them 🤷♀️ my assumption at this point is that they can’t help me
