i think i would prefer option 2, even though this isn’t a realistic comparison. the firms in option 1 do way different stuff, by and large, than in option 2.
Option 1. I’ve seen plenty of those partners cross over into tier 2. And it’s been accelerating as analytics and strategy converge.
Also something like 75% of Senior managers never make partner.

I'm ex-IBM, horrible place to work. Don't know much about IQVIA but from all the data points available Capgemini is even worse

Tier nothing they're a product company. That's like saying a cloud provider's professional services arm is a consulting firm.
