What’s considered a typical base % increase at the Big 4 for promotion from Manager to Senior Manager?

Big4 partners seem to be drawing 1.2M on average whereas I'm hearing ACN MD and IBM partners in 500K range (based on the discussions in this Bowl). How is it possible? Is there really so much of a difference in pay across private vs public companies?
