I suspect this highly depends on what type of roles/industries/companies you’re looking to exit to.
To me it would seem that you’d have to be above manager to come in as a general HR Business Partner or overall functional leader.
In my previous life at a F500 company, we hired 2 manager-level HR consultants to specific Senior Manager positions (Diversity & Inclusion, and Learning & Development).
Despite the titles, these people were still multiple rungs below CHRO and HR VPs.
HRBP's are often SM's, but the majority of HR people I work with are Manager/Associate Manager. Upward trajectory is slower and pay increases are lower when you move internal, so I'd say just get to a place where you're comfortable slowing down before making the shift.
