Think of it like a triad of skills. Product Management domain experience, Agile, Technology. Generally PMs either have deep knowledge about the domain, or they'll have agile / technology background and need to pick up domain knowledge.
My suggestion would be to try to pivot to PM roles where you feel that you have deep domain knowledge of the area (i.e. if you've worked extensively in Financial Services consider PM roles in that domain). You'll have to make up for lack of tech & agile experience but at least you'll provide a compelling advocate for the user - which is essential.
Sorry I was a bit exagerating. I do have a CS background but have only done internships 5years ago, I am scrum certified but haven’t worked on agile projects, and have knowledge of the public sectors. None of these skills are astounding or extensive. Kind of a jack of all trades and master of none
