Not quite sure what the leader is doing that prompted the question, but it sounds like they may be canceling meetings?
If they cancel meetings at the last minute, it's likely because they have urgent priorities and unfortunately can't meet with you. The reality is that their time is more valuable than yours and you will need to work around their schedule.
The attitude of being aggressive and defending yourself seems a little out of place.
OP you’re taking this way too personally. If this is impacting your work then escalate it. If not let it go. We’ve all dealt with people like this. I like EY2 suggestion. I know you said you tried something similar but try to come up with ways to make it easier for the person to share information maybe a monthly call is too much for him maybe there’s a better way. Maybe agree to give him a call whenever you need something and stay with him on the call until he shares the material you need. Or see if there’s a proxy person that you can work through. Just brainstorming here.
