Usually to a pre approved list of vendors. This list consists of incumbents, as well as some of their top competitors, so as to get them to fight it out, to obtain lower prices and increased savings.
Depending on the type of product, the RFP changes as well. For generalised products, companies known as "aggregators" are the default go-to, since they might have most of the products in stock. For specialised products, OEMs are obviously the only choice.
Work in procurement and we always do market research, get stakeholder feedback, and most of the time, invite the incumbent/s to bid.
