I have cleared 2nd round of technical interview at Deloitte, but my candidature is still showing as interview in progress at Deloitte careers page. It depends on the company policy and if they sponsor. You can hire them and go through the visa process and not get one. There are a limited number given each year.

It’s not thrown out. But many agencies and companies just do not have the time, resources, or patience to go through the visa process when it’s fairly risky and also there are a lot of talented people available who don’t require visa sponsorship. It costs about 10-15K to do the O-1, and it’s hard to get for a junior without a lot of experience. H-1 is completely random and takes a long time. It’s just a lot of work and uncertainty, which agencies don’t ever like to invest in.

It may be helpful to do a bit of digging to closely understand the time implication of what you are considering doing on your own. Usually the agency need is immediate and h1b’s cannot meet those immediate openings’ needs.
I think depends on the visa and your level. If you’re looking to move to America, I know a few people who self sponsored their O1 visa, so they pay the costs then it’s not a burden on the agency. If you’re Canadian or Mexican, some agencies are open to using the TN visa, that’s super easy and fast. I doubt anyone would use an H1B for a junior and I don’t think you would be eligible for an L1.
Yes, as an American or Mexican you can work in Canada on a TN, although I don’t know if the procedure is the same as Canadian going to America. For most job titles on the TN list you just a need a bachelors degree, or post secondary diploma and three years experience.
Right now it might hurt your chances. There are a lot of qualified people available. If that wasn’t the case, an agency might be more amenable.
In my experience, it’s not a deal breaker but it’s an obstacle. It demands time, money, and political chips cashed in to get those first two from finance, etc.
So if they think you’re amazing or if you’re filling a harder role to find, you’ve got a chance. If you’re younger and (theoretically) adding less to the whole agency, it’s a harder sell.

All other things being equal someone not requiring sponsorship will be chosen over someone who does. And in most cases it’s not terribly difficult to find someone who does not — leaving you (needing sponsorship) perpetually second place to others. It’s already been stated but the time/money factor is the reason.
