Comes down to your personal preference. I never write them because I’ve heard a lot of recruiters don’t read them. But if it’s a role you really really want, then it doesn’t hurt to give them one extra reason to like you.

Softwares include them but I am not sure any hiring managers actually have the time to sit down and read a bunch of cover letters
Having a cover letter can sometimes give you an edge above all other candidates because it makes you look like you're determined and worked hard on your resume. Some recruiters do appreciate cover letters so go for it.
You don't need to include it in every position, it is a little bit out of outdated practice to me, especially if you have a summary on your resume.
When I do recommend writing one is if you're applying for a role that your resume does not completely align with - but you have transferable skills that would make you an asset in the position.
I would say you can do it if you really have something that would stand out if you cant get it across in your resume, otherwise i would say no there is no need.
If you want to, t would still be fine. But I personally don't recommend it since the recruiters will not read it anyway.
