I would rather have them have water bottles than the pop bottles kids used to have, sports drinks or energy drinks, juice, etc.
You do make a very valid point.
Do you have cubbies or lockers in your room? The students could keep their water bottles in their locker. Everything you mentioned I was experiencing too. I do this and it works great!
Our schools only allow students to fill up their water bottles- the drinking fountain part has been turned off since COVID.
It's not as bad at the middle school level, but I think if I was in the lower grades, I'd probably implement some rules about water bottles - especially if they're spilling on their computers. Are you not allowed to set your own classroom rules at your school?

Set. your expectations clearly in the beginning. If you are ok with the water bottles at certain times then tell that to the students. In our district they are not allowed to have the water bottles when on their iPad but otherwise it is ok. We also build in a few breaks throughout the day for RR breaks and to refill water bottles. Like after lunch, specials, and p.e. I teach fifth grade so I also tell my students if they need to use the restroom to just get my attention and then go. They do not need to ask as long as I am aware they will be out of the room. That being said I do limit it. to one student at a time and there will be times when they are taking advantage of this and will be using the rr constantly....on those days privileges are lost...almost like grounding of a child...for a few days.
My rule is off the desk on the floor and must be in a closed container I can lightly kick without spilling.
Then who cares.
