After background check (conflicts or drug test) cleared.

The latter. After anything that could cause the employer to revoke the offer is completed and cleared. (Granted, offers can be revoked even after that, but at least after everything you have to do/clear gets done)

After background check (assuming no complaints do it check) and any drug testing is complete and you have an official start date. Background checks can take a while depending on the company that does them and how far back they look. Safest to make sure everything is completed before giving notice.

I did it after the offer was signed. Had a 90 day notice period and basically no chance of failing the background check.

Co-Working Space Agreements - team is thinking about using some co-working space in a new market (similar to we work and Regus). Got the agreement today and it isn’t really a license, more like completely one sided terms and conditions not in our favor. No indemnification, insurance, etc. no guaranty of security or that no one else can access our private office (We aren’t looking for just a desk, but a private office suite).
