If I’m understanding you correctly, you mean you have a competing offer in hand but still interviewing with another company?
If you’re saying my clarification above is true, you let the recruiter/hiring manager know you have currently received an offer from another company and would like to know if they can move uk their final interview as you are interested in the role.
If you meant you want to know when to start talking salary even though you know what the salary range is, then this happens when you actually receive a written or verbal offer. However, you should have received a range from the recruiter at the beginning and either stated their range is too low but willing to interview if they can be flexible or given a labor market range that fits in with your needs.
I negotiate when I actually get the offer- either verbally or in writing.
Definitely let the hiring manager know you already have an offer if it's from another company. That way you can speed things up and make a decision sooner. If you have an offer from the company, you're ready to negotiate at that point. You don't have to wait until the final interview.
Usually when I get the offer. I will then counter and see what they say.
