Anyone hiring in Dallas??
Little different question - Let's say you have been offered a 45% salary hike in the new companies (both in K and P) when compared to your previous company. But K is giving you a position as Con. And P is giving you a position as Sr Con. Then what will you choose? The kind of work/industry is more or less similar in both the companies. EY Deloitte KPMG PwC Accenture

I would actively be pursuing new jobs at the ACD level. When your review comes up, bring up that desire to become an ACD again. If their response is what you want to hear, great. If not, keep chugging along until you get a new offer elsewhere, then give your two weeks. And when they ask why, tell them.
I’m in almost an identical situation. I gave myself the ultimatum, not them. I’m making getting promoted one of my annual goals. If it doesn’t happen,✌️
Was in the same situation, delayed it in 2020 because of covid, then made it really clear to my manager in early 2021. Was told it would take about 6 months. When it hadn't happened 7 months later I let myself get poached into a more senior role. No regrets.
Don't issue an ultimatum, that'd be tipping your hand too much. Find another job and when you've got the offer in hand, tell them (if you really still want the promotion after this). I had a similar arrangement with my current boss, but because of a lot of shift in the pandemic, etc., I haven't yet got my promotion. It actually lead me to think more about what I want out of my career, and I just got an offer to go work at Meta in-house as a content designer, which is a completely different role for me. So you might want to use this as a chance to mull over what you want out of your career.
Why wait till your review? Do you have 1 on 1’s bi-weekly, monthly or quarterly? I’ve had better luck when I do it in that format vs. waiting till review time. There’s only so much they can give annually for bonuses or raises, so by prepping them then you’re already top of mind and they can make the business case before the time comes. I’d tell them all the things that you’re already doing that are ACD level. Ask (him/her) what will it take to get there? If they can’t come back with a few bullet points and help you create a plan to grow, then start looking.
The question isn’t about time. Are you already doing the work of an ACD? Have they shown you the JD of what their expectation of an ACD already is and each week you check every one of those check boxes but still nothing? It’s much easier to have the convo with your boss that you’ve been doing the work of an ACD and it’s time that your title and pay reflect that. Ultimatums often backfire if their perception is still “you’re not ready”. Regardless of how long you’ve been there.
Clearly by this point they wouldn’t care about an ultimatum. In fact, they’d use it to start lining up someone else for your position knowing you’re on your way out. The ONLY ultimatum companies understand is if you go to them with a written offer already in hand (don’t show them the physical offer though). But be prepared to walk if they shrug you off.
