When in the application process are referrals useless? For example, if I have already submitted an app to X firm a week ago, is there any hope with having someone give me a referral now?

Hello, does anyone work as an auto underwriter for insurance? I recently got accepted for an internal job position and was offered $50k. I’m currently a claim processor making $20/hour so the offer is more than what i’m making but is low in comparison to the average salary for an auto underwriter in AZ (which is around $58k).
