Most likely offers won't be given on the spot. They will need to discuss with everyone you've met with. Also they will likely need to complete all scheduled interviews with all candidates before they make a choice. Also they might not have salary figures set yet. Don't worry if offer doesn't come in the spot.
Typically after the fact when they've had a consensus meeting. I'm sure it varies by company though.
My final interview (after lunch) was with the Omp and I did receive an offer then and there. This was several years ago, not sure if it's still done the same way.
I am not sure the HR interview means much in terms of definitively getting or not getting the position. At some companies they have weight in the decision, but most of the times its merely for paperwork and process.
I assist in recruiting and we only give offers after we all meet to discuss the candidates.
