When is it appropriate to inquire about benefits and salary during the interview and hiring process?? If someone receives an offer but the benefits and/or salary are below expectations does it look bad to decline an offer.?

No you have to evaluate the whole package.

If they give you an offer, that's the time you can negotiate. You can always negotiate for higher salary if it's below your expectation. But of course you need to have enough yoe and skills to be able to negotiate for a much higher salary.

I ask the recruiter during the very first call

I’m currently at a medium sized tech startup. I was interviewing for a role that would be a bump in pay and title at a multinational public F50 company. At first, the hiring manager and head of legal were very complementary about my experience. Almost too much so. After a week of interviews with the team (softball-esq), I was informed that if I wanted to join, they would bring me on at a lower title. I’m not sure about comp yet. But if comp is still an increase + experience at a public..

Curious to hear other perspectives on this.
