I feel ho-hum about the government job because I’ve been doing it for so long, and also the option for hybrid work is uncertain. But the salary and benefits are obviously appealing.
Any thoughts, especially from those in private consulting?

I think there are a couple different factors like market rates, YOE and what you're currently making. I think a good rule of thumb is 10-15k above but that's if they are offering something comparable in the market
Yeah, I usually aim for somewhere in this range (usually the top of the bracket) and negotiate from there.
Make the difference twice as much as the amount you would actually like in order to give them some negotiating room.
Yup, always aim high and see how close to the top you can get.
My general rule of thumb is 10%- it’s close enough to justify a negotiation. But, obviously, there are lots of exceptions to this
