Assuming you’re evaluating an offer / possible offer? It’s probably best to only account for what is guaranteed. I’ve been burned before by bonus schemes that promise X , but in reality are dependent on uncontrollable factors.
Include the bonus if it’s highly dependent on individual performance (like a sales role), or if you can estimate an average payout based on a reasonable sample size from the past. (Glassdoor, an honest recruiter, etc.)
Personally, I’d only consider what is guaranteed (salary, contracted RSUs, sign on) for the purposes of lifestyle impact, etc.
The fact that it’s variable means it’s not guaranteed. By your definition investment bankers would switch careers and join EYP. The reason most don’t is because the variable pay is correspondingly tied to something you can control (lead generation, billable hours etc.) you should compare max opportunity and then ask how many people at your level in the past two years have actually achieved the max. When I interview with my peers at other firms I ask them what their billable hours were for the past year to see if the max is achievable. If you don’t count the bonus you’re really not doing an apples to apples comparison and potentially forgoing a great opportunity.

Yes but you're confusing different issues. Variable pay and the risk associated with it are not taken into consideration when calculating Total Comp. In your job offer you can ask for average bonuses for your grade over 3 years to help you manage the risk, but it is not taken into consideration for TC.
