I would leave
Obviously no idea what you do at BAH but I would seriously investigate other firms. You might get that promotion/pay bump. And if you have multiple offers, you can play the firms against each other
If it makes you feel better... I started the same time as someone, got rated better than them every year, got promoted last year, they finally got promoted this year, getting paid 10% more than me now

Same exact thing happened to me. Brought the peer into the project and helped him with everything throughout the past year. He got promoted and I didn't. Feels like shit tbh
Feel this pain all to well, and one more reason I'm going to start looking elsewhere this year. I like many things about the firm but promotions seem to boil down to tenure or politics. Hope you hit a happy hour or something tonight.
It's not you at all. I saw 6-7 of my colleagues at the cons/sr.cons range willingly leave in pursuit of something better. All talented, and none burned a bridge and are welcome to come back in the future, should they choose. It simply seems like the firm is cushy for some and a grinder for others (mostly junior level staff.)
I left and brought my career manager over. Politics are huge especially if you're on projects not aligned to your pyramid. He shed some light on it recently and I would've never guessed it from my former leadership that I looked up to even after leaving the firm.
