I can see why you'd think that. I've worked at two companies who put a lot of emphasis in their culture and one of them was notorious for low salaries (they ran on a HPLE model). But, the other paid market level salaries and good bonuses, so I don't think it is universally true.
Remember that the mob also refers to itself as "family."

Life is about tradeoffs. There are actually jobs out there that have good cultures. I tend to be on the more cynical side myself, but you'll have to ask yourself what are your priorities. Lots of options out there.
