Depends on what you think is cool. It's really about finding your vibe. Seattle isn't really a bougie kind of place in general.

I don't understand the concept of cool and bougie. It's one or the other. West Seattle, Columbia City, Capital Hill may have most concentration of cool. Bougie: east side.
This feels correct. It’s either cool (Seattle) or bougie (eastside).

Ballard. One of the best places to retire including Renton. Cool or bougie depends on the person not on the place.

Its all perspective on how you define these things. But if bougie is nice places to eat, safe and walkable steets and parks, and manicured apparewnce... Bellevue. If cool is defined by a creative energy, diverse food options and places to be seen... Fremont/Cap Hill.
Where are you looking A1? There are a plethora of places for hot pot, the entire strip on main is covered with restaurants and bars including Fern (Thai) which is excellent. A little drive away you can find Korean bbq spots and tofu houses. I regularly drive into Bellevue to meet friends for dinner.

We moved to Seattle 1.5 years ago, living in SLU as well, and have all but given up on finding the bougie vibe. And now we’ve had a kid to boot 😭
You can find boutiques in Ballard. The outdoor mall in university area is also high end.
The cool and bougie vibe is not concentrated in a single place in Seattle. It’s spread out over specific places and different neighborhoods.
Edmonds. Bellevue. Maybe Magnolia?
