Depends on the agency. Usually one department wears the pants and makes the decision or has veto power.... personality, I don't think it should EVER be account...
Finance
At R/GA it’s account. Probably why we in the tank.

Why would planning have anything to do with final work?
Creative should always have final say. But it’s a team effort and account and strategy should feel good about the work too.
PM1 ask the CD who spent millions on "art work" that underperformed on all brand metrics and sold no product. And then ask our client who fired us. I def don't think planning/strategy should have the final say in killing work, but they should absolutely see it and give their feedback (should be involved throughout the process not just for brief writing)
@McCann 1 i meant before presenting to client
Thankfully I don't work with you PM1 😉. You would be surprised how many projects go south or take a turn when they go into production. Or maybe it's different where you work and/or the type of work you produce. We will allocate a few hours throughout the project from beginning to end for strategy input.
Account
Account, sadly. They are great at what they do, but creative shouldn’t be their purview.

Sadly, account.
@strategist1, I didn’t mean to imply that planning should not be involved in creative development so far as making sure the concept is on-brief, etc. Planning should absolutely be involved in reviewing concepts. However, once the concept is approved and the idea is in production/produced, planning plays little to no role in what that final artwork looks like as the overall concept was already approved.
That’s what Account is for. And production. If the strategy of the campaign is lost when in production, it either wasn’t solid there to begin with or your team has bigger problems.
